Wiring Bellingham described as a "Revenue"generator

When the Mayor sold the City Council on spending $25,000 for afeasability study on wiring Bellingham on June 22, 1998, the documenthe used had a lot about how revenue could be generated. Nothing inthe document said anything about the cost of building the fiber opticgrid to every home and business in town. Sorry this documentreproduces so poorly. Perhaps the city web site will post an easierto read copy.

The Council probably didn't know what they were funding. Theydidn't realize this wiring of Bellingham would have huge up frontcosts - perhaps between 18 and 27 million dollars - because they werenot told this by the Mayor. They were asked to approve many billsthat evening. Not much time was spent on any one bill. This one snuckby. It was approved 7-0. Now some council members don't even rememberever voting for the bill. And the Mayor has kept quiet about thisever since.
