Isn’t it fair to ask the city council to establish and consistently follow a procedure for when public comment will be allowed? Is it good open government to say beforehand that no public comment will be taken and then open it up in the meeting?

And if a citizen has raised his hand to speak, let’s not assume he has nothing to say. Come on folks, let’s get a procedure together and follow it!

Her response follows:

"You're absolutely right, Ham. I guess, even though we had about 30 minutes more than we needed for last night's meeting, we should not have opened it up for public discussion unless we had advertised it as such.
I do hope you will submit comments, either in writing before the next meeting on February 25 when we discuss the library again, or at the public comment periods on either February 11 or 25.
We should have more information by the 25th as well; it will be in our packets as well for you to look at on line.
